Case Title Housing and Development Board: Re-engineering the IT Function

Abstract The Housing and Development Board (HDB) is the public housing authority of Singapore and it has been charged with the mission of providing high quality and affordable housing to the Singapore population. To achieve this aim, it realised that a modern and dynamic IS department was required. This was because it provided the essential resources for HDB to fulfil the role the government had set for it: develop and maintain a quality living environment for its residents, while keeping affordability and concern for customers utmost in is its mind. A new CIO was appointed in 1990 to start off the radical changes required in the ISD and he was able to put in place new processes in every facet of the department, such as its organisational structure, human resource management policies and systems development methodology. This led to a dramatic improvement in the IS department's operations and allowed it to fully participate in assisting the HDB's continued progress.
