Abstract India has taken important steps to liberalise and accelerate the pace of its international trade. It surely faces the challenge of modernising its ports in order to attain its avowed economic objective. The Port of Singapore Authority (PSA), well known for its cutting-edge technology and management know-how has ventured to enter India in order to modernise its shipping industry. PSA's entry into India has important implications for policy in a cross-section of developing countries seeking to upgrade their sea ports to participate actively in the process of globalisation of business. The main topic underlying this case is development of ports through international joint venture (IJV) to facilitate international business. Important learning points include: (1) determining the role of hi-tech sea ports in international business in developing countries; (2) finding alternative methods to port modernisation; (3) examining the merits and de-merits of IJVs; (4) identifying the benefits of IJV for India and Singapore; and (5) examining the implications of this case study for other developing countries. *Abstract reprinted with the permission of the European Case Clearing House*
