Abstract:

Community Based School (CBS) was established in 2003 to provide access to education for marginalized people in remote rural areas of Punjab, Pakistan. The school showed an extraordinary performance during its initial two years. After two years, the first teacher resigned due to personal reasons and Ms Hajran was chosen in her place by the local community. She was appreciated by the local community, local government administration and PRSP. While Mr Ali, Coordinator Schools, was finalizing the list of the three best teachers of PRSP sponsored schools, Ms Hajran, whose name topped the list, entered his office and started crying loudly. She said that Mr Saleem, a member of the school committee, had insulted her in front of her class and community. He had accused her of having an illicit relationship with her cousin who had visited her school a few days back. She said that he was taking revenge because she had questioned his account keeping. She insisted that she wanted justice.

Mr Ali was worried about his organizational role in this sensitive matter. The first issue was regarding the organization's level of involvement in this matter, since his manager had given him the mandate to investigate this matter. He would have to determine who the stakeholders were, and what should be the code of ethics. Furthermore, he wanted to set rules of engagement for this case to ensure transparency and justice.
